Plenty of people have been saying this for a while, but it looks like the press is waking up to the fact that all these "broadband" offerings that seem to assume all the bandwidth needs to only be in one direction is increasingly obsolete. New services and technologies are making it clear that people are moving an increasing amount of content outside their network -- and not just bringing it down from the outside world.
