China Actually Cracking Down On Spam Servers?

Many spammers are using servers based in China, and for years people have been trying to get those servers taken offline without much luck. Earlier this month, we mentioned that China claimed they were finally going to crackdown on spammers. However, their reasons weren't the annoyance of spam, but the fear of "subversive" uses of spam. It seemed like a good excuse for stopping political speech rather than actually stopping spam. However, they're now claiming that they've come up with a list of 656 spam servers that they'll be blacklisting - but less than 10% of them are actually in China. So, these are only spam servers they're blocking from sending to people in the country, not ones within China that they're going to force offline.
