Giving Police Mobile Access To Security Cameras

I'm sure the anti-security camera crowd will be a fan of this program. Over in the UK, they're giving police handheld devices that will let them access pictures from security cameras around one city. They don't describe exactly how it works, but say that the pictures are sent via "mobile phone technology". The article is also unclear on whether or not the police have open access to the system, such that they can just call up whatever camera they want at any time from anywhere they might be - or if it's more of a closed system with a central dispatcher sending the images on.
