Skirting eBay's No Lottery Ticket Rule

As the jackpot for the popular multi-state Powerball lottery rises to "staggering" levels people in states that don't offer Powerball are scrambling to get tickets. As with so many things, the destination of choice to buy Powerball tickets is eBay. However, eBay has a very clear "no lottery tickets" rule. Sellers, though, are getting creative to get around the rule. They're doing things like selling envelopes that come with "free Powerball tickets" or charging "shipping" fees per ticket, that seem suspiciously like the cost of the ticket itself.
