DoD Casts Vote For Bermuda-Based Accenture

from the buy-American dept

theodp writes "Accenture has won a contract with the Department of Defense to establish trial Internet voting for overseas U.S. personnel for the 2004 elections. Terms of the contract were not disclosed. Accenture will support the DoD's Federal Voting Assistance Program in the Secure Electronic Registration and Voting Experiment, which Congress has mandated as way to improve voting opportunities for Americans. Accenture, a spinoff of the former Big Five accounting firm Arthur Andersen, was awarded $662 million in federal government contracts last year after incorporating in Bermuda to reduce their U.S. tax bill." For what it's worth, theodp is being slightly misleading in saying that Accenture is a spinoff of Arthur Andersen. While factually true, it happened quite a long time ago - well before the related Arthur Andersen scandals came out.

Actually, the Andersen spinoff "spin" was lifted directly from the AP article. Speaking of misleading-but-factually-true statements, how about "Accenture never was an American company"?

Internet voting kind of scares me, knowing how easy digitally stored information can be altered - when Lebron James wins the military vote by write-in, you'll know why. Seriously though, a paper audit trail should be absolutely required, both stored by the voting booth and given as a receipt to the voter. Its too important to leave open for fraud, and an audit trail make a recount possible.

Accenture incorporated in Bermuda to avoid paying any U.S. taxes. That means the rest of us have to make up the difference. Why does Congress permit this unbelievable rip-off?
