States Object To Spam Legislation

Just as Congress is finally getting around to pursuing a whole crop of national spam laws (it seems like someone introduces a new bill every day), some states are getting upset. They say that the national anti-spam laws would take precedence over local state laws which are often stronger. So, from their point of view, the national laws would actually weaken consumer protection. Of course, that's true in theory, but the reality of the situation is that almost all of these state laws are useless. They're impossible to enforce, and they don't do much good (there are a few exceptions). I'm not convinced that any sort of legal solution will ever stop spam, but a weak anti-spam law certainly isn't going to do much good. If it offers enough loopholes (which it might) then spammers will just use it to increase their activities.
