Could Fear Of Terror Muzzle Science?

The Associated Press has an article about the various restrictions the US government is now trying to put on research it funds, making scientific research much less open than it's been in the past. Many universities are turning down federal money to avoid the restrictions which include keeping foreign students off of projects and having to get government approval before any findings are published. The fear is that without the government supporting open investigation into science issues, it will hold back American scientific research. On the whole, this seems like another short-sighted, over reaction from the government. It's going to harm our already fragile university research infrastructure and give away that competitive advantage to other nations.
