FCC Begins Spectrum Policy Reform

An FCC task force today pointed out the obvious. They realized that the government needs to re-evaluate how they regulate spectrum. Specifically, the group came up with 39 recommendations. The most important point, though, is that they're finally coming around to the view (pushed hard on them by David Reed) that spectrum isn't really limited the way they think it is.
