Is The Tech Recession Over?

A new report has shown that spending on IT has gone up for the first time since 2000, suggesting that companies may believe the worst of the recession is over - and they're willing to venture out to spend on technology again. Of course, the study covers a time period that didn't take into account the collapse of WorldCom, Global Crossing, Qwest, and others, which could hurt confidence in the sector.
