Paperless Patent Office?

The patent office is trying to go paperless. They've apparently decided that instead of spending their time and money doing something like upgrading the patent awarding process, they're going to try to digitize all the stacks of paper they have lying around. I wonder if they checked to see who they awarded the patent to for digitizing works on paper, because I'm sure they'll be receiving a request to pay some sort of license fee for violating that patent.
