Government - Private Worker Exchange Approved

I'm not quite sure what to make of this. The House has apparently approved a bill allowing private companies and the federal government to exchange workers. The government is afraid that they're not going to have enough IT workers over the next few years - so this will let them "call up" employees from other companies while sending their own workers somewhere they can receive extra training.
