Mayhem At Cybercafe?

A NY Times article talking about episodes of violence at a cybercafe near Los Angeles which include one murder. The article keeps going back to the fact that this is a cybercafe, though I don't necessarily see the connection. It's the site of violence because that's where gang members hang out. However, it seems unfair to put restrictions on a cybercafe just because violence occurs there. I can understand getting more security, and working to make the place safe, but the article seems to keep hinting at deeper problems due to the fact that everyone at the cybercafe is playing violent video games.
