More Missing Laptops

I don't understand why governments don't just use some sort of "lojack for laptops" solution. It seems like a week doesn't go by when yet another government agency somewhere in the world admits to hundreds of lost or stolen laptops. You would think that by now someone would sense a market, and create some sort of solution for tracking these laptops.
