Native American Tech Outsourcing

A Business Week article about how Native American reservations are starting up their own tech outsourcing companies (mostly data entry, from the sound of it). I'm a little confused about the tone of the article. Obviously, there is some good that comes out of it, as it provides jobs for Native Americans close to home and at better wages than they could get otherwise. However, it still sounds like they're paying much less than what would be the "going rate" for such things. Companies seem to like working with these outsourcing firms more than overseas ones, because it lets them keep more sensitive data "in the country".
