Hackers Too Quick For The CIA

A top CIA official reported to Congress that hackers are a step ahead of the CIA. I guess it makes sense, considering the lumbering government and all. Isn't it slightly strange to tell everyone this fact though? Then again, if the CIA came out saying that they've got all the hackers under control, it would probably just incent everyone to try and crash vital systems and wreak general havoc.
