Software Lets ISP Control All Banner Ads

A new company is offering software to ISPs that will allow them to take control of their users' browsers and offer their own banner ads. The idea is that the ISPs know their users better and can offer much more targetted banners (a questionable claim). This could also piss off a lot of content sites who will suddenly find that their banners are not being served as the ISP has more or less "hijacked" the ad banner spot. I see lawsuits coming if anyone actually starts using this software.
