Bell Atlantic Testing Calling Party Pays

For years people in the US have complained about one of the sillier setups concerning cell phones, which is that the cell phone user pays air time even on incoming calls. In Europe they don't have this. So now, Bell Atlantic is testing a calling party pays plan for cell phone calls. However, I'm not sure it's a smart plan. The callers are going to be charged very high rates for calling a cell phone, which makes me think people won't be calling cell phones very often.
